Poland may assign Euro 2012 construction works without tenders - construction firm Pol-Aqua

The Polish administration may choose half a dozen construction consortiums and delegate infrastructure work for the Euro 2012 soccer championships without holding tenders, according to Polish engineering and construction company Pol-Aqua.

"The later they [the administration] wake up the better for us," Pol-Aqua Chief Executive Marek Stefanski said at a Tuesday press conference. "[...] I think that five or six consortiums will be chosen and the work will be delegated between them without a public tender."

Marek Borowski, the top aid to the sport minister, said last week that, in order to complete construction of the national stadium by the summer of 2011 as soccer authority UEFA requires, the Public Procurement Office would have to accept a state of emergency and approve large investments without tenders, contrary to Poland's public procurement laws.

The Polish press Tuesday criticized the government for its failure to streamline infrastructure buildup ahead of the Euro 2012 event. Poland needs to build or modernize all of the stadiums that will be used during the championship, but faces legal obstacles caused by its strict public procurement laws.
